Tokyo’s government-sponsored cultural festival combining visual art, theatre, music and other creative forms across multiple venues and public spaces. The idea looks to be something of gathering up what is going on for the people who care about contemporary art, and especially to see what theater, music and younger communities are up to and share those things with the people who come to the website to find out. Just my guess.
